Addressing the Board of Education

Members of the Board of Education are interested in receiving opinions of patrons but must also accomplish the business of the meeting. Therefore, visitors who wish to speak to items on the agenda will be granted up to three minutes to address the board on pertinent matters.

If a concern has not been taken through the chain of command prior to being presented to the board, the board will refer the complaint to the superintendent for resolution. Personnel matters are not a topic for the public comment portion of any board meeting and will not, to the best of the president's ability, be allowed as a presentation topic.

Persons in the audience may express opinions on agenda items at the discretion of the board. Registering to address specific items may be done with the available request form. These guidelines have been developed to give patrons an opportunity to address the board in an orderly and constructive manner.

  • Presentations shall not exceed three (3) minutes.
  • Subject matter, other than policy issues, will be referred to the administration.
  • Comments shall be limited to issues and not refer to specific personnel.
  • Presentations must be relevant to the issue and promote the civility and dignity of the board meeting.
  • The president will manage the public forum and inform participants that the board will not engage in the discussion except for clarification.

To place items on the agenda, the patron must follow board policy and submit a request to the superintendent. The president of the board will have final approval of items to be placed on the agenda.

The Board of Education must vote to approve the agenda as presented. The president of the board will determine if the patron will be given time during public comments to address the agenda item, or if the board will go to a hearing format on that particular agenda item.

Requests to comment during the board meeting must be received by the clerk prior to the board meeting formal call to order. The board president will recognize speakers in the order the requests are received.

Dolly Bonfy 2Dolly Bonfy was elected to the Board in July, 2007. She is a retired educator with more than 35 years experience in public education. Dolly earned a bachelor's degree from Kansas State Teacher's College (now Emporia State University) and a master's degree from Wichita State University. She and her husband Dick have raised seven children in the Winfield area. Dolly can be reached at (620) 221-4507.

Bob GotBob Gottlobtlob, BOE President for the 2010-11 school year, joined the board April 14, 2003 when he was appointed to serve an unexpired term.  He was first elected to serve a full term July 1, 2003. Bob also served as BOE President in 2007-2008 and as BOE Vice President in 2006-07 and 2009-10.  Bob has a Bachelor of Arts degree in Business Administration from Southwestern College.  Bob is a Regional Sales Manager for Bancroft Bag, Inc. and has an extensive background in sales and management.  Bob and his wife Connie, both Cowley County natives, have three children all of whom attended Winfield Public Schools, kindergarten through 12th grades.  Bob can be reached at (620) 221-0417.

 Lyle Weinert wLyle Weinertas appointed to the board in July 2010 after serving on the BOE from 2005-2009.  Lyle is a self-employed CPA practicing in Winfield. He graduated from Southwestern College with a Bachelor of Science degree and received his Master of Business Administration degree from Baylor University.  Lyle and his wife, Sara, have four children, all graduates of Winfield High School.  Lyle can be reached at (620) 221-9272 or (620) 221-6531.

 

Vic McClungVic McClung became a part of the board of education in 2001, serving as president in 2004-05 and 2005-06 school years.. He holds a degree in Business Administration from Emporia State University and has an extensive background in agricultural production crops and livestock. Vic is a lifetime resident of Cowley County. He and his wife, Jan, have four children who are graduates of Winfield High School. Vic can be reached at (620) 221-9433.

Scott Schoon

 Scott Schoon, BOE president for the 2009-10 school year,  was first appointed to the Board in 2005 to fill an unexpired term, and was elected president of the Board in July, 2009. Scott has been the Superintendent of the Winfield Recreation Commission since his arrival in Winfield in 1989. Scott received a Bachelor of Arts in Recreation from Bethany College. Gail Sawyer

 Gail Sawyer was elected to the Board of Education in July, 2009.  Gail works for Sunflower OB/GYN doing ultrasounds. She is the mother of four boys, one at Kansas University and the others are enrolled in Winfield Public Schools.  Gail is past vice-president of the Winfield Booster's Club.  She can be reached at 620-229-0179.

Julie Thompson

Julie Thompson was appointed to the Board on Aug. 25, 2003, and served as president of the Board for the 2008-09 school year. Julie is a graduate of WHS and has a degree in accounting from Kansas State University. She is CPA certified and worked for a number of private public accounting firms in Wichita. Julie also worked part-time as a swim coach for Winfield and spent four years as an assistant swim coach at WHS. She continues to spend much of her time volunteering with different community organizations. Julie and her husband, Greg, have three children. Julie can be reached at (620)221-4103
